A survey conducted by the Ethics and Anti-graft Agency in 39 counties has revealed that there is massive corruption in the counties, a fact that has been attributed to lack of transparency in service delivery and procurement processes.
The report indicates that corruption in the county governments is manifested through bribery, abuse of office, conflicts of interest, nepotism, absenteeism and favouritism, among other factors.
However, the survey recommendations from the anti-graft body indicates that counties should adopt an immediate implementation of an anti-bribery compliance policies to enhance public participation in the budgeting exercise and project implementation initiatives so as to reduce corruption.
The departments mentioned as being most prone to corrupt deals include Finance and Economic Planning, Procurement, Public Services, Human Resource departments, Lands and county Inspectorate.
The report comes at a time when Garissa MCAs are at loggerheads with the county executive over service delivery.
