According to Ngilu, poor policy formulation and implementation is to blame for high poverty levels in Kitui county.
The Narc Party leader says that Kitui is among counties with high poverty levels, unemployment, poor business environment, water scarcity and poor leadership.
According to the gubernatorial hopeful, the current government led by Julius Malombe has not done enough to eradicate poverty and to improve locals living standards.
“It is unfortunate that four years after devolution, poverty, and unemployment and water scarcity remains key challenges facing Kitui people,” she said on Tuesday during a meet the people tour in Mwingi Town.
Ngilu also vowed to end water scarcity and food insecurity if elected as governor.
She said that the county gets huge funding from the national government, money she said could be used to start irrigation projects.
Ngilu is eyeing to unseat Governor Malombe who is also seeking re-election for a second term.
Kitui senator David Musila has also declared interest in the Kitui gubernatorial seat.
According to political analysts, Ngilu has a higher chance of clinching the Kitui gubernatorial seat owing to her previous development track record when she served in the national government as Cabinet Minister.
Analyst also say that Ngilu's appeal for people will give her an edge over other aspirants eyeing the Kitui top seat.
