Speaking to journalists  on the sidelines of the fifth  devolution conference in Kakamega County on Wednesday, Ngilu said the current 15 per cent budgetary allocation to counties is not enough.

The Kitui county boss noted  that many counties are grappling with low budgetary allocation.

She said some counties are unable to implement development projects because of the low funding.

“Our appeal as governors is to the national government to allocate more funding to county kitties to enable us execute and implement projects that will transform Kenyans lives,” Ngilu said.

Ngilu observed that counties are spending 90 per cent of their budgetary allocations to pay for salaries.

She asked the national government to help counties get foreign investments on development.

Ngilu, however, lauded devolution saying it is working.

She said Kenyans can now afford services, courtesy of decentralized governance.

The Kitui governor asked Kenyans to guard devolution and demand services forom their leaders.

The fifth devolution conference in Kakamega came to an end on Thursday.

The annual conference provides a platform to review, evaluate and assess the effective of devolved governance.
