Months after Anne Waiguru resigned from the prestigious Devolution Ministry, the dust has not yet settled and calls for her successor’s arrest have been made.
This follows a revelation by one Delphine Bram Christopher who has sworn an affidavit implicating Kiunjuri in a scandal involving millions of shillings.
In the petition to the Ethics and Anti-Corruption Commission, Christopher accuses Devolution CS Mwangi Kiunjuri of deliberately blocking the implementation of the Public Benefit Organisations ACT 2013 by soliciting for ‘facilitation resources’.
The complainant wants EACC to investigate Kiunjuri saying: “I have keenly followed and participated in the legislative process that has eventually culminated into the enactment of the Public Benefit Organisations Act 2013. I am aware that the process of reviewing the Non-Governmental Organisations Act No.19 of 1990 kicked off with the passing of sessional paper No.1 of 2006 by parliament.”
In the petition, Christopher says, “I was a part of a team that visited Hon Mwangi Kiunjuri offices at Treasury Building 10th floor, the team was referred to a seasoned grey haired short woman by the name Ms. Wambui Kimathi with an office opposite the Cs’s office. We later learnt that she is the cabinet secretary’s senior advisor who organised several meetings between the cabinet secretary, INGOs and some members of the donor community.”
The petitioner complains that despite the meetings being centred on operationalising the PBO Act 2013, the CS started raising the issue of facilitation of the process.
“It was during that period that the CS realised we were very desperate and he requested that we do resource mobilisation to motivate him execute our request. During one of our meeting at Villa Rosa Kempinski, CS Mwangi Kiunjuri expressly told the team to ensure we deliver the ‘resources’ to his trusted advisor/sister in law; Wambui Kimathi before end of July. These resources were to be in monetary value and was to motivate him to implement our requests.”
Christopher who works with the International Aid Agency in Nairobi says that the meeting consisted of Society for International Development SID Director Irungu Houghton, Irish Charity TROCAIRE country director, Paul Heiley and Kenya Human rights Commission Executive Director George Kegoro.
He wants Kiunjuri investigated for abuse of office claims, bribery and soliciting.
Kiunjuri is yet to respond to the allegations.
