Kisumu County Deputy Governor Ruth Odinga has revealed that there is no single ministry that has commenced any program as per proposed work plans within the County. Odinga said they have gone through five ministries and the situation is wanting as no program has commenced so far. Odinga said that what was being presented against the work plans that were prepared by the ministries are a complete contrast and there is zero coherence to what they set out to do. She said that the decision has put the county in abeyance and points to a very serious problem that has real potential of bringing the county to a halt. The deputy governor said it was very disturbing that at midyear there is no program that has taken off anywhere in terms of development. “I have therefore instructed County Executive Members to provide a clear explanation why at midyear they are yet to commence any development projects,” said Odinga. Odinga said she has also asked the finance minister to furnish her with detailed reports of the development remittances from the National government and what has been generated so far as local revenue. She said this included a comprehensive financial report of the 2013/14 financial year. “The great people of this county must be apprised of how their money has been spent and on what,” said the deputy governor. Odinga said the essence behind the performance contracting is to measure and evaluate performance of the various departments within the county geared towards improved service delivery which is a core mandate of this government.
