Speaking during the closing of the second Devolution Conference at Tom Mboya Labour College in Kisumu, governor Ruto said that the new constitution does not allow any form of discrimination.

“I am indeed saddened  that nominated MCAs who represent special interest groups do not have budget allocation,” said Ruto.

“We as the Council of Governors are going to take up the matter very serious. We will talk to chairperson of the Salaries and Renumeration Commission SRC Sarah Serem,” added Ruto.

Kisumu nominated MCA Lydia Odhiambo in an interview said that nominated MCAs, Senators and MPs should have budget allocation to enhance service delivery.

During the conference it emerged that there is no budget allocation for nominated MCAs.

“For nominated MCAs to perform their duties effectively they need to be facilitated. How do you expect them to serve the people they repressnt if they do not have funds?” wondered Odhiambo.

Some of the concerned raised during the conference included low revenue collection in most counties.

The governors agreed to introduce automated revenue collection system to minimise corruption cases in the counties.
