An audit report has revealed that the National Police Service Commission (NPSC) led by Johnstone Kavuludi cannot account for a whopping Sh54.3 Million.

The Auditor General Edward Ouko stated that the commission could not prove the validity of rent paid to a landlord in 2014/2015 due to lack of paperwork to back the payments as claimed.

According to the reports by the auditor general, “No lease agreement has been signed between the landlord and the commission,”.

According to Ouko, NPSC claimed to have paid the money as rent for its offices in Westlands, Nairobi, where it occupies 4 floors at Skypark building.

The audit further shows that the commission failed to provide documents to the Auditor General indicating a scaled down cost of renovation of buildings from Sh189 Million to Sh139 Million.

This meant that the earlier amount that was in excess of Sh50 Million still stood.

The Ouko stated in disbelief that:

 “The project cost could still have been exaggerated and taxpayers would still bear the cost,”

In the same Auditor General findings, NPSC could not account for 12 vehicles that were missing but tried to explain they were given to the Commission's secretary who never returned them.

Mr Ouko has referred the matter to Director of Criminal Investigations and the Director of Public Prosecutions.

This comes barely a week after the NPSC ordered the sacking of 302 traffic officers in Nyanza after they failed to submit their credentials and required documents to the vetting panel.
