The National Police Service should recognize and promote the four police officers who were stationed at the Garissa University College at the time of the tragic terror attack.

Inspector General Boinett should also reprimand its Air Wing Commandant for his careless actions on the day of the attack, as well as immediately deploy Specialized Combat Police units in each county for rapid response in the event of terror attacks or other disasters.

These proposals were part of a raft of recommendations that were contained in a report submitted by the Commission on Administrative Justice (CAJ) after finalizing their investigations into the alleged negligence by security agencies and some public officers during the Garissa attack.

Dr Otiende Amollo, the chairperson of the commission on Administration of Justice recommended that police constables Chepkonga, R Khaemba and two other Administration Police constables N Mutahi and Kuli be transferred from the region so as to aid their recovery from the associated trauma they went through during the attack.

The ombudsman also proposed that the IG issues Air Wing Commandant Col (rtd) Rogers Mbithi a warning letter for his actions on the tragic day. 

However, this is not enough owing to the high number of souls lost during the attack over someone's negligence. He should be demoted to allow for upward mobility to other devoted individuals in the force.
