County Assembly Speaker Joash Nyamoko on Wednesday said the assembly rejected the policy paper after realising that the county government had decided to implement the policy paper without making necessary amendments as proposed by the assembly.

"We realised that the county government wanted to implement the policy paper to employ 30 youths from the 20 wards without making the necessary amendments that we had proposed," said Nyamoko.

He further said the expectation of the assembly was that the policy paper was only to initiate the employment of 600 youths to be tasked with doing menial jobs and not training of the youth plus the buying of buses.

"After Governor John Nyagarama announced the plans of employing the youth in all the 20 wards, we only thought that was the only plan, but the policy paper stipulates that consultants will be hired to train the youth, buses be bought and our worry is; where is the money to conduct all this? posed Nyamoko.
