The 2007/2008 post-election violence victims from Nyanza have threatened to boycott the 2017 elections if the government does not compensate them for the suffering and loss they incurred during the chaos.

According to the victims, they had lost trust in the government's promise for compensation, which was supposed to come after the closure of the IDPs camps in the country.

According to Nyanza Region IDPs Network Coordinator Nelson Owegi, there are a total of 39,000 integrated IDPs in the greater Nyanza region.

"We are now nearing another electioneering year yet we have not been compensated for a problem we suffered which was a result of a political process. As integrated IDPs in Nyanza we don't see why we should take part in the elections if we are not compensated first," said Owegi.

"It is now months since the last IDP camp was closed and the compensations made. When we met Aden Wachu, the National Consultative Coordination Committee on IDPs chairman in September 2015, we agreed on Sh200,000 compensation for every integrated IDP which was to be paid in the next three months. It is over a year now and no payments have been made," added Owegi.

The chief executive officer of National Consultative Coordination Committee on IDPs Patrick Njagi said dismissed Owegi's number of IDPs apparently waiting for the Sh200,000 compensation saying that as a committee, they were yet to establish the number of integrated IDPs in Nyanza.

According to Njagi, the profiling will start in September, and they intend to finish both profiling and compensations by December 2016.

"We already have funds but we cannot start compensation process when it is not clear who the genuine IDPs are and where they are. We expect to conclude the profiling and compensation process by December 2016," said Njagi.

Njagi said that the Government is committed to sorting out the issue of IDPs and as they have always been told, the fact that they were not in camps does not make them lesser IDPs.

He said that the Government's first assignment was to close down the refugee camps for those who were displaced during the infamous 2007-2008 post-election violence after which those who were integrated into the various communities would be looked after next.

According to the TJRC Report 2013, it recommended audit and registration of all IDPs who did not benefit from Operation Rudi Nyambani with a particular focus on integrated IDPs.

This was supposed to be implemented by the National Consultative Coordination Committee on IDPs within a period of 12 months which have since elapsed.

According to a source who declined to be named, the delay in compensation of IDPs is a well-choreographed scheme to make the Committee relevant and to continue drawing salaries.

"What will they be doing in the office when all the IDPs are settled and the integrated ones displaced?" asked a source who declined to be named.

Resettlement and compensation of IDPs has continued getting government allocations with the latest being the Sh6 billion in the 2016/2017 budget.
