ODM Director of Elections Junet Mohammed has demanded for the halt of Sh5.2 billion tender award for printing of ballot papers to AL Ghurair printing firm in Dubai by the IEBC.
According to the Suna East lawmaker, the move is being used to rig the next polls.
“We are aware of State sponsored mercenaries being recruited to join the ICT department at the IEBC secretariat to aid election results manipulation in next year's polls,” alleged Junet.
He further questioned IEBC decision to procure 130 million ballot papers, election declaration forms and poll registers for an election dated to happen in a year’s time.
“The voter registration exercise is not completed and the actual number of registered voters published, yet the ballot papers are being printed which is questionable,” said Junet
According to the contract terms, AL Ghurair is to supply and deliver the ballot papers within 21 days after the window for political parties to nominate their candidates for various elective positions closes on 8th May next year – three months to the general election.
