Orange Democratic Movement (ODM) has accused Deputy President William Ruto of contradicting his boss, President Uhuru Kenyatta.

This is after Ruto dismissed a proposal to review the structure of devolution which was fronted by opposition leader Raila Odinga. 

The ODM leader called for a three-tier government which involves the introduction of 14 regional blocs in addition to the current 47 devolved units and national government.

But Ruto rejected the proposal saying what is needed is a national conversation on how best to support the devolved units.

"And in any case, if there is going to be a suggestion on arranging or rearranging devolution, good people, it cannot be by creating another layer. It will be taking counties to the wards. It cannot be devolution upwards; it will have to be devolution downwards," the DP said on Thursday during the Devolution Conference in Kakamega County.

ODM, however, through Secretary General Edwin Sifuna, insisted that Raila's proposal was not out of order, claiming it was part of the agreement between him (Raila) and the President in the famous handshake.

Sifuna noted Uhuru was not trashing the call and, therefore, Ruto ought to support it.

"Is he, by any chance, attacking the President's signature on the document?" the secretary general posed, speaking to the Nation.

"If Ruto has any question on the issue our party leader raised yesterday, he should pick it up with the President who signed the agreement on behalf of Jubilee Party," Sifuna stated.
