Orengo however says the backup must be electronic arguing that manual system will give loophole for rigging in an election.

MPs allied to Jubilee passed an amendment that paves way for using of manual backup, a move that has angered the opposition legislators, pending a determination by the Senate.

“Having a backup plan is a brilliant idea and the opposition supports that. However, the plan must be technologically based. For instance, this building has a generator instead of candle,” he told KTN news.

“The technological backup solutions are out there. Manual voting could be problematic and we saw how it replaced electronic voting in 2013. It failed completely.

Orengo further said the electoral commission could reach poor network areas by using satellite transmissions which he said had worked elsewhere.
