A 57-year-old officer expressed his distress before the National Police Service Commission (NPSC) Chairman Johnston Kavuludi after 31 year of service without promotion.
Appearing for the ongoing vetting exercise in Nakuru, Police Constable Joseph Kimaru, a traffic officer based at Kericho highway told the vetting panel how he has been frustrated in his various attempts to pursue further training.
"I have always tried to advance my training to get promotion but all has been in vain. It reached a time I gave up since officers the age of my children come and get promoted to ranks of Senior Sergeant while I am still a constable," Kimaru said.
He said the only disciplinary case he has had is when at Eldoret he failed to stop when his boss was passing which he was fined for.
"While at Eldoret, the Senior Sergeant was approaching me but I didn't stop which made him exchange a quarrel with me. I traveled home and stayed for ten days after which I returned only to find I'm accused of insubordination to my senior and absconding duty. I paid Sh 1,000 fine," Kimaru added.
Kimaru presented a recommendation letter dated June 8, 2012 in which he was recommended for promotion but was left behind when other officers went for further training.
"I was recommended for promotion as the letter indicates but while other officers went to Kiganjo I was left behind. Please take into consideration and help me to at least retire as a corporal in the remaining three years," Kimaru continued.
Kavuludi sympathised with him for the frustration and assured him his predicaments will be looked upon.
"I see various signatories in the recommendation letter. Your concerns have been noted and will be considered," Kavuludi said.
The vetting exercise which has entered the second week now at Nakuru aims at streamlining the police service which has been implicated with allegations of bribery where they exhort the public.
