Busia governor Sospeter Ojamong' has affirmed that contrary to popular opinion, devolution has been a game changer.
Speaking at the annual devolution conference at Naivasha, he said that the introduction and implementation of devolution has improved governance and the standard of living.
"As a county government of Busia we introduced the drilling of boreholes so as to create new water sources. This kind of technology wasn't there before,"he explained.
"So far we have drilled over 110 solar powered boreholes in the area. This has in turn helped to sustain the county's residents throughout this drought period,"he continued.
Also, he said that his leadership brought rise to the improvement of the health sector. According to him, before he came in the health department was dwindling.
"we bought new ambulances and improved the standard of health within the county. The previous ambulances did not have trained personnel,"he said.
He explained that his government took charge of employing personnel for the ambulances as opposed to what was there in the past.
