Addressing journalists at his Kizingo office on Monday, Omar claimed that the company which has been awarded the tender, was given the contract through single sourcing, a move he said contravened the Public Procurement and Assets Disposal Act 2015.

"I have sort to establish why the county government is failing in its most basic obligations and is unable to keep the county clean for the last four years despite huge investment. The county of Mombasa is filthy because somebody is stealing county funds," said Omar.

The outspoken senator said according to a report released by the Auditor General, the county government pays the said company, which he claimed is owned by close associates of Governor Hassan Joho, Sh300 million annually.

"The director of this company is believed to have close ties with the county government and is said be irregularly paid a sum of Sh300 million annually for garbage collection. In fact, other reports put the amount at Sh42 million a month,” he added.

He questioned how the annual payment of the Sh300 million was arrived at, considering proper procurement procedures were not followed.

"The matter has been subject to investigation by the Ethics and Anti-Corruption Commission (EACC) for the past two years and despite the availability of sufficient evidence, there has been no prosecutions,” said Omar.

He urged EACC to forward its findings to the Director of Public Prosecutions (DPP) office for action to be taken against persons involved in the irregular awarding of the tender.
