Governor James Ongwae believes area youths are to blame for inconstancies witnessed in awarding of at least 30 percent tenders to the younger generation and other marginalised groups.
In his official Facebook account on Wednesday, Ongwae noted that the constitutional requirement has faced a number of hiccups in the past and accused a section of youths of allegedly being used by elderly people to win the tenders.
“I am disappointed that the 30 per cent tender requirement for youths hasn’t realised its objective fully. We still have some few youths who allow some elderly people to register company’s using their National Identity Cards wherein the real sense these companies are controlled by those aged people,” he said.
“This isn’t what we intended for and that is an outright impunity that should be condemned. I am also aware that youths have also aligned themselves to two factions in the name of elites and those who are perceived to be academically incapable. This disunity complicates the exercise,” he added.
However, Mr Ongwae gave the youths hopes saying his government will directly come with an initiative dubbed labor that will see youths get assigned certain duties and get an immediate payment from the county government.
“My government is soon launching Labor movement that will see youths get chances to build structures such as motorbike shades, repair roads and open trenches where they will get immediate payment,” he said.
