Kakamega Governor Wycliffe Oparanya has declared a 24-hour economy in Kakamega town as the fifth Devolution Conference opens.
Oparanya who spoke in Kakamega High School where the conference is held told delegates at the event there is enough security in Kakamega town to take care of all the delegates attending the event.
"As we kick off these deliberations, I want to declare a 24-hour economy in Kakamega," the former Planning Cabinet Minister said.
"Kakamega's social life is rich. Feel free to socialize. Enjoy your stay in Kakamega."
The event is expected to boost business in the county with a population of over two million people and with a rich agricultural sector.
By Saturday, all hotels in Kakamega town were fully booked. Some delegates have been booked in hotels in neighbouring counties of Vihiga, Bungoma, Busia and Kisumu.
The Fifth Devolution Conference began on Monday and will run for five days until Friday. President Uhuru Kenyatta was expected to officially open the conclave but cancelled his visit on Tuesday morning.
Among those attending the event are Chief Justice David Maraga, Senate Speaker Kenneth Lusaka, Cabinet Secretaries, Governors, Senators, envoys, representatives from the private sector, media, foreign investors, religious leaders and representatives from civil society groups.
