Nyando MP Fred Outa has announced that there are 3,000 youths enlisted in the National Youth Service (NYS) youth empowerment programme in Kisumu city.

Outa, however, said that out of this, only 250 youths are working in the programme being implemented in Nyalenda and Obunga slums.

He said the remaining youths are just a ploy to swindle public funds. He challenged Kisumu Central MP Ken Obura to offer an explanation. The MP is now questioning who is taking the money meant for the remaining 2,750 youths.

“The official records points at 3,000 youth who should be working in Kisumu. Somebody is cashing in on the programme and very soon I will unearth the truth,” he said.

Outa said he sought for explanation in parliament and he is yet to receive any feedback.

Addressing a press conference in Kisumu on Saturday, Outa told MP Obura to resign from Orange Democratic Movement (ODM) party that sponsored him to parliament and seek reelection on a Jubilee Alliance Party. He said Obura has on many occasions worked for the ruling coalition and abandoned his party.

“If you abandon a party that sponsored you to parliament, the best honourable thing to do is to resign and seek re-election on that party you have shifted alliance to,” he said.

Outa said that Devolution Cabinet Secretary Ann Waiguru had announced massive corruption in her ministry noting that the missing money for the over 2,000 youth should also be probed.
