Cord leader Raila has told President Uhuru Kenyatta to take responsibility and own his failures for the four years he has been President.
Raila said apportioning blame on Uhuru's part amounts to acknowledging that he (Uhuru) has failed in leading the country.
Raila, who was speaking to ODM delegates drawn from the counties of Busia, Bungoma, Vihiga, Trans Nzoia and Kakamega in Kakamega town on Friday said blaming him for Jubilee administration's failures does not add up since Kenyans do not expect much from him since he is not in government.
He said it is the responsibility of Jubilee to directly daddress the problems bedeviling the country.
"Jubilee is like a swarm of army worms, stealing anything or everything," he said amid applause from the delegates.
Uhuru on Thursday accused the opposition chief of undermining his administration through constant criticism.
The President said Raila had failed to credit the numerous development projects his government had initiated in different parts of the country.
But during the Kakamega meeting attended by over 2,500 delegates, the ODM party leader said the Jubilee administration was full of complaints and blame games.
He said Jubilee is headed by leaders out to enrich a few at the expense of majority Kenyans.
Raila also took the occasion to take a swipe at the President over the delayed reopening of Pan Paper Mills in Webuye.
"It is him (Uhuru) who refused to approve funds for the revival of Pan Paper when he was in charge of Ministry of Finance and those who were in the Cabinet then, including Governor Wycliffe Oparanya and Paul Otuoma, can bear me witness," Raila said.
"The company has assets in Nairobi and in Webuya whose value could be between Sh10 billion and Sh20 billion, yet it was given away at a palrty Sh900 million."
