Speaking in Kisumu on Friday, Tutui noted that rape cases in the area are on the increase, noting that very few cases are reported to the authorities.

“We have been handling many cases of rape in the county, but it is so unfortunate that some of them never get to trial,” said Tutui.

He further urged parents to give their daughters justice by not accepting such bribes from the offenders.

“Parents found taking bribes from suspects will be arrested and arraigned in court for perversion of justice and corruption,” he warned.

The commissioner observed that taking bribes from perpetrators weakens the case in court, as the parents will not be present to testify.

“The victims are required to appear in court on the day of hearing, but you find a situation where the victim and her parents are not present on that day. This weakens the case as the accused has no one to testify against him,” noted Tutui.

“Let us be fair to the minors and allow justice to take place by not allowing corruption to get in the way of such grave issues,” he added.

Tutui further said there is no need to involve the police in such matters, if the parents know they will be compromised in the long run.
