Parliament and the Ethics and Anti-Corruption Commission (EACC) are the biggest impediments to electoral reforms in the country today, Cord leader Raila Odinga has said.

Raila has said that the two institutions have continued to abuse their constitutional independence to serve Jubilee's interests instead of that of the people.

Raila has argued that EACC and Parliament have always been used by Jubilee to shield IEBC from reforms.

"Using its majority in the houses the Jubilee administration has used Parliament to pass laws and motions that compromise the interests of the people on whose behalf Parliament exercises its legislative authority of the Republic," Raila was quoted saying in the media on Wednesday.

He added that national values and principles were being eroded by the same independent institutions expected to protect them.

"Very little regard is given to our national values and principles when institutions are exercising the sovereignty donated to them by the people. Parliament has been particularly notorious," he said.

He noted that was the reason Cord was finding it hard to petition the removal of IEBC commissioners through Parliament as Jubilee 'tyranny of numbers' would work against them.

"In 2014 when Cord sought to have the IEBC Commissioners removed due to the mismanagement of 2013 elections, Jubilee marshalled its numbers in the house and threw out our petition and never made it to the platform of national debate," Raila said.
