Kisumu County Governor Jack Ranguma has announced that the delay in the disbursement of funds is affecting implementation of performance contracting.

Ranguma said performance contracting is aimed at improving service delivery but with no immediate funds, it becomes difficult.

He said most projects that were lined up to be undertaken in this financial year will be delayed.

“We don’t have funds and the projects will suffer, I want the public to know so that I am not accused of doing little,” he said.

The governor noted that Kisumu County has not received funds for quarter one of this financial year.

Speaking in Kisumu on Tuesday during the signing of performance contracting by senior and middle-level management staff, Ranguma says some of the targets that have been set in the performance contracting will not be achieved.

Deputy Governor Ruth Odinga warned the public service officers saying they should ensure they perform their duties diligently.

Odinga said no officer will be spared if they fail to carry out their duties noting that the working environment has been improved.

She noted that the governor and her office will not take blame for laxity in service delivery to the people.

“I am not ready to shoulder someone’s burden, append your signatures knowing that you must deliver,” she said.

Kisumu County Assembly minority leader Joshua Auko told the county staff to work within the performance contract and not to deviate.

Auko told Governor Ranguma to sack any officer who shall not have delivered what is expected from them.
