The owner of a building that collapsed in Kisumu on Wednesday injuring over 15 people has been arrested by police. Kisumu City Manager Doris Ombara said he was arrested to help in investigations as to what occasioned the collapse of the building. Ombara said the building plan was approved by her office but admitted that there was no inspection done during the construction process. She said they are getting reports that the developer was building day and night adding he may have used some sub standard materials. Addressing a press conference in Kisumu on Thursday, the city manager blamed lack of personnel for inadequate inspection of buildings that are under construction in Kisumu city. Ombara announced that there is only one officer in charge of inspection and he is currently sick. She noted that much of the inspection is being done by the council askaris who do not have the necessary skills and often engage in corruption. She said some of the building plans are also approved behind her back with some of her officers’ forging her signature while approving those plans. Ombara further noted that some developers chose to do construction over the weekends to evade inspection.
