The late Joseph Nkaissery was born on November 28, 1949.​

He served as the Cabinet Secretary for Internal Security and Coordination of National Government. 

Nkaissery was a senior political elder of the Maasai community.

He was nominated on December 2, 2014 by President Uhuru Kenyatta to serve as Cabinet Secretary for Internal Security, replacing Joseph Ole Lenku.

Before his nomination to  the cabinet, he was the MP for Kajiado Central constituency on an ODM ticket.

His last job in the army before retiring was in the capacity of commandant of the Armed Forces Training College and GOC Westcom. 

He later retired in December 2002 after serving for 29 years.

He held the MP position for Kajiado central from 2003 after he trounced David Sankori of Kanu.

It was while serving as Assistant Minister in the Ministry of Defence that KDF invaded Somalia. 

Kenya signed an agreement with the Somali Defence Ministry for joint efforts in fighting Al-Shabaab.
