Addressing the press, at the constituency's Constituency Development Fund's Office yesterday, Makau said the bill ought to had been taken to Senate for scruitiny.

"If the National Assembly failed to agree with the senate, a mediation committee would have been set up to resolve the stalemate," said Makau.

Makau argued Article 102 of the constitution gives county governments a say on security matters within their jurisdiction.

He said the disruption and war in parliament during debate of the bill recently was a bad show to the public stating that the legislatures should be responsible and sober whenever in public.

The legislature said that the opposition will continue fighting for the rights of those oppresed by the bill through thick and thin to ensure it is not implemented.
