A youth lobby group in Kisumu wants to be furnished with development progress reports by the county. They said that they need to know what the county has done since it came into office early last year. Kisumu Youth Caucus urged county governments to ensure the provision of public participation as enshrined in the constitution is adhered to in decision-making processes. “Some counties are busy ignoring the public in major decision-making yet it should be the first part in any policy formulation,” the group’s chairman, David Menya, said yesterday. “It is important for counties to furnish youth groups and the public with development reports so they can see how they can be involved,” he said. The youth leader said that when the youth know what the county intends to do and how it has been done, then they can position themselves to be part of those that undertake the various projects. Menya said that Public Participation Act that is now in the county law has been ignored completely. “How it is possible for the county to disregard the provisions of the act defeats us all. We devolved governments so that the public can participate in governance,” he said.
