Track One Alliance for Learners Protection has written to the Education Cabinet Secretary protesting against the training of all school bursars in Kisumu.

According to the organization Director General Innocent Masara, the two days training to be done in Busia was organized by the county director of education Sabina Aroni.

Speaking in Kisumu on Thursday to the press, Masara said they support the idea of training but are opposed to the extra and exaggerated levies they are imposing on schools which in the end it’s the children that suffer.

He alleged that Aroni in collusion with the county auditor and some principals have directed that each school pay Sh. 18,500 i9n support of the cause which is unreasonably  high.

“We note that your office as the CS in the ministry of Education gave strict directions against charging extra levies upon schools and it is unfortunate that the said county director who is entrusted in protecting and promoting the laws is the same person spearheading the collections,” he said.

Masara stated in the letter that the money intended to be collected is way so high since the schools are about 300 which would give a total of Sh 5.5 million which she is not intending to account for.

“It should be noted that we are against the fact that the training is being taken to Busia and not in Kisumu as it would be lesser cheaper and more convenient for the bursars, “he said  adding that they have sufficient information that  that the money collected is not going to be receipted.

He said failure of any school from complying with those orders then they are punished through the principals who take personal the laws as set out.

The organization asked the CS office to put a stop to those irrational decisions taken by the county director and firm action should be taken against her for abuse of office.

“Failure of your office to act appropriately, then we shall have no other recourse other than tabling it before the right authorities, “he stated.

The letter has been copied to Ethics and Anti Corruption Office, The Ombudsman and Count Director of Education.

When contacted, Aroni defended the move saying, “No extra levy has been sanctioned at all. The heads complaining can be guided by their leadership who planned the workshop."
