Justice George Odunga on Tuesday ordered Inspector-General of Police Joseph Boinnet to ensure that Kibicho is promptly arrested and imprisoned to commence the sentence.

He said that court orders must be respected and that anyone disobeying them must not be tolerated.

He added that Kibicho has failed twice to honour the summons to appear in court over why a torture victim had not been paid yet he was awarded compensation after suing 13 years ago.

Kibicho had been asked to appear on Monday and Tuesday but failed to show up claiming through a lawyer that he was attending a meeting.

There was however no explanation issued for his absence on Tuesday, something that prompted the judge to give the stern order.
