A slight disagreement between an agent attached to President Uhuru Kenyatta's uncle's company and suspended PS Lilian Omollo precipitated the NYS scandal, reports the Standard.
The ugly encounter that took place when Raila Odinga met Mwai Kibaki, Ms Omollo now blames Petrokenya Company of push to release money that she had stopped.
The pressure to release the payment, she says, was made in the presence of Head of Public Service Joseph Kinyua.
"At the function, by pure coincidence, I met a man, who I have never met prior. Soon, he told me that he has payment claims he was following at NYS," she says in a dossier deposited at CID.
"The man introduced himself as Githinji and works with Petrokenya and Horizon companies which have been supplying petrol to NYS.
"The man further told me in front of Kinyua that the person who has been assisting him in claims was captain Michuki, who had been recently removed from service," she says.
Apparently, Michuki is said to have been having Authority to Incur Expenditure in 2016 before his dismissal.
Further, she says in the dossier, Michuki made several attempts to access the IFMIS before Treasury notified the ministry of Youth Affairs.
And the latest confession by Omollo could be the game changer in the NYS saga given that Uhuru's uncle, Gatheca Muhoho has now been directly implicated on the massive loss of funds.
But for now, Ms. Omollo remains in Lang'ata Women prison waiting for her trial on abuse of office.
