ODM leader Raila Odinga has rallied for increased funding to the counties to spur development and better livelihoods.Raila who on Sunday hailed Mombasa Governor Hassan Joho's development record, said devolution would achieve the desired goals if counties are adequately funded.He said the modern stadiums project that was undertaken by the Joho administration were a clear sign that devolution worked, reports the Nation.The NASA co-principal who was on a two-day tour in Mombasa at the same time claimed President Uhuru Kenyatta and his Jubilee administration has panicked and was now rushing to launch projects ahead of the upcoming elections.He further accused Uhuru of preventing Joho from attending the relaunch of the Mtongwe ferry recently.“Every Kenyan has the freedom to attend such a function. Uhuru Kenyatta should know that the days of “mtukufu rais (your excellency, the President)” are gone with the old constitution,” Raila said when he addressed rallies in Mombasa town.On his part, Joho said he would only respect Uhuru if he respects him too.Also present during the rallies were ODM secretary general and Senator Agnes Zani, MPs Mishi Mboko and Badi Twalib as well as several other leaders.
