In a widely circulated document dubbed 'Building bridges to a new Kenyan nation', the word 'His Excellency' is used 15 times in reference to the two leaders.

And political pundit Nyachie Bogonko says the term only applies to presidents or people befitting presidential status.

"Other than the recent use of the term to governors, it has traditionally been used in reference to Heads of state and governments across the world.

"The title does not just come like that. There is a possibility that Raila could be appointed president in charge of certain state departments or a special dignitary in the global arena," he said.

Even during the grand coalition government, Raila who was appointed Prime Minister, assumed the tag 'Right Honourable' despite sharing powers with Mwai Kibaki.

But Nyachieo, a former principal of the then Maseno University College, says the MoU would see Raila serving at the highest level in a position befitting that of president.
