His widely-anticipated speech largely focused on the state of devolution and its existential threats.

In addressing that subject, the former Prime Minister made a string of mind-blowing revelations about issues that threaten to destroy devolution.

Odinga revealed that corruption was rife in the counties and that the people tasked with advising governors were not qualified to do so, a reality that has resulted in poor policy frameworks that make it difficult for counties to realise their development potential.

He also revealed that the many trips that were being undertaken by county executives were not constructive but a means aimed at fleecing Kenyans.

''I wish to single out some threats to devolution that we need to be addressed this early. Governors continue to be accused of enriching themselves... There is nepotism and cronyism in counties. MCAs and speakers are being accused of stalling projects. Often they are the contractors yet purport to conduct their oversight roles. This corruption network is eating devolution from inside out,'' Mr. Odinga said.

The ongoing devolution conference is aimed at giving governors the opportunity to bounce ideas off each other.

Odinga called on relevant institutions to act in order to ensure that transparency and accountability reign supreme.

''Policy papers are wanting in some counties,'' Odinga said.
