The ODM chief has also accused Jubilee government of ‘buying’ leaders from opposition strongholds to allegedly weaken it for its own benefit.

Speaking in Kisii town when he paid area Governor James Ongwae an impromptu visit, Odinga challenged the government to implement meaningful projects that could change the lives of electorates positively.

“The incompetent Jubilee government doesn’t understand the term development because what they are doing is bribing voters in Harambee using taxpayers’ money. I don’t mean that we should not do Harambee but it’s good to use our own cash rather than government resources,” he said.

“They think releasing cash to desperate politicians can buy voters who are conscious of development. Kenyan people are clever and cannot be hoodwinked through voter bribery and the government should know that. We want meaningful development,” he added.

He challenged residents from his strongholds to shun politicians dishing ‘handouts’ urging them to ‘teach’ them a lesson during elections.

“You have seen some people running to State House to bring handouts aiming to buy voters. Those are the kind of leaders you need to teach a lesson during elections. The new constitution gives avenues for the president to develop all regions without prejudices. So the government should concede that it cannot buy voters,” he added.
