On Friday, the Raila Odinga-led party advised its members to ignore the deadline on campaign financing, even as hundreds of aspirants jammed the IEBC offices to comply with the law, the Standard said.

The law urges aspirants to give details of their campaign fund accounts, including names of chairman, secretary and treasurer of the candidates’ campaign committee who will be account signatories.

Wiper, added the Standard, was expected to write a protest letter to IEBC but noted that some of its members had already filled in the forms due to panic.

The opposition parties have argued that it is unrealistic for the commission to issue the deadline for them to form campaign committees and open bank accounts yet they have not picked their candidates for next year’s elections.

The electoral body wants to monitor how much the candidates will use and the donations they will receive since all the monies will have to be deposited in those accounts.

But Jubilee has advised its aspirants to adhere to the requirement after the commission provided forms detailing instructions on how to comply.

While submitting President Uhuru Kenyatta’s documents, Raphael Tuju, head of Jubilee Secretariat, also raised concerns over flaws in the law in implementing the requirement.

“We raised concerns to the IEBC on difficulties we as a party are experiencing in complying with this part of the law because the IEBC had not gazetted the regulations and guidelines and neither had Parliament legislated such regulations as required by the law,” said Tuju.

One of the issues being raised is that the Election Campaign Financing (ECF) Act, 2013 is yet to be regularised by Parliament and gazetted.

“Concerns have been raised regarding compliance with the ECF law. Those concerns can only be addressed by other institutions,” tweeted the IEBC on Friday.

IEBC communication manager Andrew Limo also accused the political class of misleading the public over enactment of the law.
