Opposition leader Raila Odinga has proposed for the tabling of a Bill in Parliament whose passage, he says, will help fight graft.
The Bill seeks to compel government pay suppliers of goods and services 30 days after suppliers have made deliveries.
"It is painful to see many young people around the country struggling to get loans from banks to supply government with the 'hope' of payment one day, then waiting for months and/or years before payment is received meanwhile accruing interest on the loans they had taken," the ODM party chief said at press conference at his Capitol Hill office in Nairobi on Thursday.
"My first proposal is the 'Prompt Payment Bill, 2016', which ODM shall be sponsoring and which we expect all members to support. This Bill compels the government to pay all suppliers within 30 days of supply of goods."
He said delayed payment of suppliers compels them to resort to bribery to fasten processing of payment.
He said it is clear that service providers must part with 'kitu kidogo', under the Jubilee government in order to be paid.
"Jubilee has no way of fighting corruption. The little they have done, they have run out of ideas. The Bill will put an end to abuse of office," he said.
Raila has been categorical about the Jubilee administration's laxity to fight graft.
He has challenged President Uhuru Kenyatta, on several occasions to show his dedication in fighting graft.
