The ODM party has proposed for the approval of an anti-corruption Bill that intends to curb corruption in the government.

Party leader Raila Odinga said it was painful to see young people around the Country struggling to get loans from banks to supply government with the 'hope' of payment one day.

He said they then wait for months or years before payment is received, accruing interest on the loans they had taken.

"My first proposal is the "Prompt Payment Bill, 2016", which ODM shall be sponsoring and which we expect all members to support. This bill compels the government to pay all suppliers within 30 days of supply of goods," Raila said, Thursday.

According to him, the current Procurement Act is killing the Kenyan youth.

He said it was no secret that under Jubilee government, one must issue bribe so as to be paid for goods or services provided.

"Supplying government therefore involves the following: take loan, supply goods or services, sit back and wait months/years, accrue interest on loan from bank, 'toa kitu kidogo', 'toa tena', and receive payment.''

"Payment of public invoices has the highest prevalence of corruption in Kenya. The Prompt Payment Bill 2016, seeks to put an end to this today,'' Raila added.
