While giving a speech at Chatham House in London, Raila said that if such a case occurs, he will be forced not to participate in the entire process.
Raila who withdrew from the race on Tuesday stated that the electoral commission had not undertaken necessary reforms, instead focussing on insignificant changes ahead of the fresh elections that were ordered by the Supreme Court.
"There will be no election, it won't be a proper election," he said.
He further disclosed that he did not support the decision by the High Court to include the fringe candidates in the repeat elections.
"How can they run for the poll in 10 days? The High Court ruling by Judge Mativo on Wednesday was a sham as a high court ruling cannot overturn the Supreme Court. The ruling will be challenged in court," he elucidated.
