Reading from a tablet, the veteran opposition leader revealed two counties in the semi-arid North Eastern region that have made him proud.

The two counties in the region that he mentioned are Garissa and Wajir.

The two North Eastern counties have stood up as an example of what devolution can do, according to Raila.

''Devolution has proven that neither region and geography is destiny. Nations and regions are poor or rich not because of their Geography or their past but because of their ability and inability to make the best of what they have. We now have tarmac roads and airports in long neglected parts of Kenya. Hall stalls have spouted in Wajir and Garissa. Parts of North Eastern have access to water,'' Odinga said.

Garissa and Wajir have long battled a bewildering array of challenges from corruption to lack of water.

Raila's shoutout was a vote of confidence in the gradual but sure progress in the two counties.
