Deputy President William Ruto has trashed the proposal by ODM leader Raila Odinga for another layer of government.
Speaking in Kakamega county on Thursday, the DP said the current devolved system should be enhanced and not weakened by introducing a new level.
"If there will be a suggestion on creating another layer of devolution, it must not necessarily be about amending the constitution. It must be about devolution downwards, not devolution upwards. It's not about creating another layer, it's about effective management of resources," he said.
Ruto spoke when he launched the Second Volume of the Inaugural speeches during the ongoing 5th Devolution Conference.
Addressing delegates at the same event on Wednesday, Raila called for the establishment of a three-tier government that will see the formation of 14 regional blocs.
He said the review of the structure of devolution would be a lasting solution to the problem posed by the sizes of the devolved economies.
"It is time to recover this original spirit. My proposal is that we adopt a three-tier system that retains the current counties, create regional or provincial governments, and retain the national government with a very clear formula for revenue sharing," the former Prime Minister
Ruto and Raila seem to be reading from a different script as matters of running the nation are concerned.
Recently, ODM, the Raila-led party, had been pushing for the changing of the constitution to create the position of the Prime Minister, a call the DP has opposed.
“We should think about development and not changing the Constitution to create positions, politics should come later," Ruto said recently.
