Opposition leader Raila Odinga met Emmanuel Kipyengo, a pupil from Baringo county, who was shot and severely wounded on his right leg when he herding his father's cattle.
He described the 13-year-old as a very brave young man, during the visit at the Kenyatta National Hospital (KNH).
Raila cried foul over insecurity in the county, saying things in Kenya are now "Business Unusual".
"It is not Business as usual when a 13 year old child is shot. This can not be the new low for our country and we must not allow it to be."
Odinga said there was a crisis in Baringo, where many homes had now become death traps and citizens would rather be out in make shift tents with their children, rather than to sleep in their homes.
"Every human being deserves a decent standard of living. Over 15,000 people have been displaced in Baringo."
"Despite Emmanuel's pain he still has hope that someone cares enough to save his brothers, sisters and friends from the death claws of insecurity at the only Home he has grown up to know," Odinga added.
He noted his pledge to him and all the children of Kenya was a more secure and hopeful future.
"I wish Emanuel a speedy recovery and may Justice be found within our Borders,'' he said, Tuesday.
