Opposition Leader Raila Odinga, Devolution Cabinet Secretary Eugene Wamalwa and Kakamega Governor Wycliffe Oparanya lightened the mood at the ongoing Devolution Conference after they commented on the issue of a Deputy Governor who was 'caught in the act' on Tuesday.
Addressing the delegates, Governor Oparanya noted that he was pleased to know that the 24-hour economy he had launched was already working.
"You remember yesterday I did say that I have declared a 24-hour economy in Kakamega county, what we hear is that it is working," he said.
CS Wamalwa on his part stated: " I want to say that this morning we were discussing what Oparanya said yesterday, and indeed he told me that his 24-hour economy is working and Governor Waiguru can attest to it."
"To all the delegates, welcome to Ingo and filanga free in all aspects," he added.
While addressing the conference, the former Prime Minister noted that: "I see most of you seem tired. Is it because Governor Oparanya said Kakamega will be a 24-hour economy? In fact, he tells me some people decided to reduce his electricity bills by working at night in darkness."
On Tuesday, a video emerged online where one of the deputy governors attending the ongoing Devolution Conference in Kakamega was busted with a married woman in a lodging.
