Governor Jack Ranguma has condemned motorists who do not adhere to traffic rules.
The county chief said it was unfortunate that motorists, despite all the training they underwent majority do not follow simple traffic rules.
He spoke at the wake of an accident that claimed 14 lives in Kisumu.
"We are getting concerned of the increased accident rate along Homa Bay-Katito road," he said.
"We lost 14 lives while seven suffered serious injuries when a matatu veered off the road at Pap Onditi. At least four people have been injured at Rae in another matatu accident."
In the incident where the matatu veered off the road and rolled, 11 people perished on the spot while three died while receiving treatment in hospital.
"I convey my sincere condolences to the families and friends who lost their loved ones in the accident," he said.
"To the injured who are still recuperating in hospitals, I am praying your quick recovery. But in the strongest terms possible, I wish to condemn the recklessness in most of the matatus plying that route popularly known as "Choppers", for most of these accidents are as a result of over-speeding."
