Kisumu Governor Jack Ranguma on Tuesday defended himself over a Sh15 million loan borrowed by his government to facilitate a trip by MCAs to Uganda.

While appearing before the Senate Public Accounts Committee, Ranguma said that he did not break the law as cited in the Auditor General's report.

This is after the Auditor General, Edward Ouko, in his 2013/2014 audit report raised issues with the procedure in which the money was withdrawn and put to use by the county leader.

“The County Executive Committee Member in-charge of finance then, received an approval from the County Assembly to get the loan. The cashier withdrew the money and paid per diems to the individuals who traveled, as per the law,” said Ranguma.

Ouko pointed out that the county government had failed to provide his office imprest warrants.

The Auditor General noted that some key documents to ascertain expenditure such as imprest and travel documents were missing.

The Public Accounts and Investment Committee led Prof. Pater Anyang’ Nyong’o gave Ranguma two days to furnish the committee with necessary documents showing how that money was spent.
