Governor Jack Ranguma has revealed that MPs, MCAs and other elected leaders from Kisumu have failed residents.
He also alleged that the leaders are among land grabbers in the lakeside county.
Preliminary investigations have revealed that land and houses belonging to the defunct Kisumu Municipal Council have been taken over by illegal parties.
The team said some of the leaders have acquired land belonging to the public while others have bought county houses at throw-away prices.
Led by former Councillor George Weda, the team has threatened to name individuals behind the matter.
"We are gathering evidence that cannot be challenged," he said.
"So far, documents in our possession point to glaring disparities in the allocation of public property and grabbing of public houses."
Weda also said the team has concluded investigations and will soon name the land grabbers.
"We want to assure the public that once investigations are complete, we will then forward the report to the governor who shall make the findings public."
On his part, Ranguma assured residents of the region that he will protect public resources as long as he remains in office.
"The team will recommend measures to resolve any issues emanating from the prevalent multiple or double allocations of public land, which has caused the executive nightmares,” he said.
