Kisumu Governor Jack Ranguma has been asked to explain why only 1% of the funds has been used for development since he assumed office. Nyando MP Fred Outa said he has the responsibility to demand financial explanation since his people are taxpayers in the county. Outa, who was speaking to reporters on Monday in Kisumu, said the last week's World Bank report that put Kisumu County at number 46 out of the 47 counties in the country is worrying. “I have a right on behalf of my people to demand accountability from the governor on how public funds are being utilised in the county,” he said. He said there are a number of World Bank-funded projects in Kisumu County and the report might portray the county in bad light. He said the global financial institution might pull out from funding projects in Kisumu for fear of misappropriation of funds. The MP said Kisumu County is the bedrock of former Prime Minister Raila Odinga who fought hard for devolution. “It is shameful that Kisumu, the hometown of Raila, is lagging behind in terms of devolution,” he said. Governor Ranguma over the weekend explained that the Sh4.8 billion the national government gives to the county is merger to pay wages, operations and maintenance cost, besides development.
