Kisumu County Governor Jack Ranguma had appointed Ouya to head that position, and the latter is expected to report to the office on January 5 next year.

His appointment has met criticism from the residents, who feel the post ought to have been advertised.

The post was initially held by one Kadiri, who has since moved to head administration unit at the Governor’s office.

Nyakach politician Erick Okeyo faulted the governor for the appointment, saying it should have been done in a more open manner.

“Another of the numerous blunders by the non performing governor. When was the position advertised, shortlisted and public given opportunity to raise issues?” asked Okeyo.

Okeyo further noted that the matter may end up in court if Ouya assumes office, adding that nobody knows the credentials of the incoming deputy county secretary.

Another area resident Odado Dota called upon Ouya to decline the appointment, until due process is followed.

“Let Ouya decline this appointment and wait for due process of the law to take place or else it will be a court royale,” he said.

Ouya hails from Kano clan, same as the governor, and the appointment has not gone well with the residents, who feel the governor is favouring his clan in the appointments.
