The Nairobi County government used only Sh3.7 billion for development contrary to a target of Sh11.3 billion set in the 2016/2017 financial year.
The total was a paltry 14 percent of total revenue.
According to City Hall's Annual Report, Nairobi's recurrent expenditure that included salaries, allowances and office supplies hit Sh20 billion, 78 per cent of total revenue for the financial year.
Some of the county's development projects in the period included refurbishment of buildings, purchase of vehicles and transport equipment, construction of roads and purchase of specialised machinery in different departments.
The county's total revenue hit Sh25.5billion in financial year 2016/2017 from a target of Sh34 billion, slightly missing the target by Sh8.5 billion.
