Residents said Governor Ongwae shortchanged them because he promised to ensure the libraries are constructed in his first term something that is yet to be done until today.

“We need to know what happened to the construction of Masimba and Sameta libraries. During the 2013 campaigns, Governor Ongwae and his Deputy Joash Maangi promised to construct the libraries but they failed to do it," said Paul Nyamoko, a local.

"Ongwae used the same tricks during the last year’s polls to hoodwink the electorates. No plans to set up the libraries and we need to know more about the projects,” he added.

Kisii County Jubilee youth secretary general Isaac Motari accused Governor James Ongwae of diverting development funds to projects in his home area.

Motari claimed that even after the County Assembly approved the development funds Ongwae colluded with the Finance department in his first term to divert the funds to develop his home area.

“Sameta and Masimba libraries have stalled for over the last 4 years because the money that was allocated to start the construction of the projects was diverted by Governor James Ongwae," he said.

"Residents should expect the same because Ongwae who is serving his last term will embezzle the funds to enjoy his retirement after 2022,” added Motari.

He asked Kisii residents to be vigilant especially on how the county funds are spent on ghost projects in the region.
