It is almost four years since the County Government structure was put in place but it seems many people have not understood well it's mandated.
According to the residents who were interviewed by this writer on Tuesday in Kisii town, they said that there is a need for civil education to help them understand the role of the two Governments.
Vanis Ogeto a businesses lady in Kisii town said most of the residents are not aware of what is the Governor's role in terms of devolved functions and which functions still lies with the national Government.
“We are not informed about the function which is mandated by the county government due to lack of civic education we urge that we get this basic knowledge so that we can be able to understand the roles of the two governments,” said Ogeto.
Edward Nyang’au also said that sometimes you can find people blame the County for under performing yet is the national government that has failed.
“The challenges are that we have not understood well the functions of two Governments until we are sensitised,” Nyang’au said.
For instance you can find that Education is partially devolved hence giving residents lack of understanding about the fate of schools.
